I talked to the guys at Raleigh Running Outfitters, which is putting it on.  They said it's a done deal, they just need to pin down the start/finish and do the organization.  They want to do it by the RBC Center for all the parking.  Inside Out has canceled their half marathon for October in response.

For those interested the map and race information is now up on their website. Interesting course down Hillsborough Street to downtown back past the State Fair Grounds, out too Umpstead Park and finishing out by the RBC and Fair Grounds area.
