Subject: RE: Sequester cuts and fabricated delays at the FAAI couldn't agree more. We have operated a high levels for years now. The lack of knowledge about the federal budget system is a part of the issue as well. Managers just don't get that they don't need to spend every cent they are appropriated. The perception is that if your office doesn't spend money then it is seen as not needing funding at those levels during out years (Federal process is three years for budgets ). SO, unwise managers scramble to spend money at the end of the FY fearing that it will somehow impact their budget. This has lead to poor spending and high waste at the end of every FY I have worked for the Feds. I don't disagree with the cuts we are being asked to make, I just wish they would buy out the employees with 30+ years of experience that are coasting through their jobs because they can't get fired. With that set-up there is no need for them to retire. Anyway, I could go on about the inefficiencies at my agency, but I will spare you all. |
