You're talking about Bernard Kerick and he's not a good example to use here. He  had some very questionable business dealings for a public official (even by New York standards) and used a Manhattan apartment overlooking Ground Zero to conduct extramarital affairs with two women. The apartment was donated for the use of exhausted 9/11 workers.

He was in essence stealing from the workers at Ground Zero and the people who donated the apartment. He's decidely not the kind of person who should be in charge of a large governmental agency.

OK. You're right. I stand corrected. He's a creepy guy.

But I still remember thinking that he was probably qualified for the job. You know, even Soloman--the WISEST MAN WHO EVER LIVED--was brought down by having affairs with women. King David, too. Some things never change, huh?
