Oh, no doubt, both parties do this stuff. The reason fingers get pointed at the GOP is because re-districting was done in 2010 and that was such a wave election year that they controlled the boards. That is how we got stuff like in PA, where the vote is more or less 50/50, where only 5 of the 18 House seats went to the Dems. The gerrymandering is often used to bunch voting groups together and this can help the incumbents, such as what used to be the 5th district in Florida, where a district was carved out to favor a Democrat incumbent in a very red part of the state.

It all drives me nuts.  I honestly don't even know what the solution is unless it's something like county boundaries or whatever.  Even then when you have very high population counties like in Chicago and Los Angeles it doesn't work either.

they have computer programs that create districts with parameters to make the split close to the overall demo of the state, but parties don't want to give up the power that comes with redistricting
