I am no expert on public education in this state, but I can share about Education Law and how it is done in CA.
1 - Full expulsion

) is really only defensible in cases of Illegal/dangerous behavior and impact on educational mission/instructional process. Generally, the latter requires some sort of failure to correct with progressive discipline, and it is almost always the justification with a controversial expulsion.

). In this case, individual details of the school's investigation of the incident and each child's discipline history should be taken into account.
2 - In CA, expulsion does not mean you don't go to school. It means you cannot go to the regular school and are required to go to an alternative program. These really vary in quality, and fun things like extra-curriculars, sports, etc. don't exist at these alternative schools. Also, it is not a "forever" expulsion, you can usually come back after a year if you stay out of trouble and compelte a rehab plan.

Of course, theory and implementation or TWO different things.
They have wildly different outcomes for say, a hard-core gangbanger versus a good kid going through bad times versus rich kid whose parents bail him out every time.
