Nineteen Richter Tri Bike

Are Ninteen Tri bikes any good? I have found a few for sale on local classified ads and stuff relatively cheap compared to other tri bikes.

I tried googling for them and looking for reviews however I couldn't find anything.

 I am looking to upgrade from a mountain bike. The main purpose of the bike is going to be for training and racing. I want to get a good bike for this, at a reasonable cost. I don't want to shell out all kinds of money if I don't have to.

My upper budget for now is roughly $1000. Hopefully this can include clip-in pedals and areobars, and maybe some other fancy gadgets ;p
