In washington they recently instituted a law that to drive a motorized boat you have to pass a coast guard certified boat operation class. First year it was only those 18-20 (I think) this year it is 20-25 who have to have it, next year  26-30 have to pass it in order to drive the boat etc...until everyone is required too. (staggered mostly so everyone has time to get the classes in and there was not a huge rush.)

That being said you had a kayak, the cop should have known better...and if he said it was illegal to ride outside the zone I would have asked him to tell me the city/county/state law which indicated that. Otherwise unless there is a clear risk to your safety he should not have pulled you out.

Someone above mentioned a police boat running over a crew shell on the water...when I rowed there was this middle aged crone (I hesitate to use this word but it is the kindest way to describe her without getting a suspension...) who would sit out on her deck when we were practicing (at 5 am) and continuously call the cops because we are out in a boat with no life jackets on...nevermind the fact that the coaches launch had enough life jackets for everyone or that to be on the team you have to pass a 30 minute swim/tread water test and a flip test so you knew what to do...or the fact that the police told her every single day we had the right to be out there. She got so pissed off one morning she took her own boat out and continuously waked us trying to capsize us to "teach us a lesson" coach called the police on her cell phone and wouldnt you know they came out and wrote her a ticket for reckless boating! That is one reason we loved that police department, not to mention the fact that they had a sweet police boat that they used to tow our launch back to the docks with when it would die
