I have always thought that it would be better to have running starts from the shore with a timing mat for people to cross to start the clock for their time.  That would accomplish a couple things.  First, it would filter in the start of the race so that the swim start was safer and two, it would assure everyone was timed accurately.

The negative is that during the race, when two athletes are beside one another, they wouldn't be sure if that person started at the same time.

Still, I work in IS/T, it would be VERY easy to have a finish clock show end of race time, and also have a 2nd display with the racer's number and actual finish time.  That's just entry level programming.
