I was wondering the same thing, and after some googling I found an article that listed Vitoria-Gasteiz, Spain for 2012.  Here's the link:

Check out http: //www.triatlonvitoria.es/ for complete course details. They ran the 2009 Spanish LC Championships and the 2010 European LC Championships on the same course. Looks to be a great venue.
