Keep an eye on Ebay for "women-specific" design bikes like the Trek 1000/1500 WSD bikes. These go all the way down to 43 and 47cm sizing and come with 650c wheels. It is also a good time to buy a new bike because many of the local bike shops are trying to get rid of this year's models to make room for next year's models. You might be able to get a deal from your local bike shop for new instead of buying used. Plus when he grows out of this bike, you can recoup some of the costs by selling on Ebay.
