The best ideal situation is if you can find a local place and try them on. Not all of them fit the same. If you can't do that, I would email the manufuctuer with your measurements, like hip size, leg length, etc. and get a size from them. Then go around and see if you can get a better price.
In regards to the type of wetsuit, I would go with one that cover the legs. Most people have a problem with sinking legs and this will help. On top, it really depends. There are studies that show that long sleeve on the arms are the fastest and most efficient. I think it will really depend on temperature (the lower in the ocean the more likely you will want long sleeve ) and also preference (some people don't like the restrictive feeling of long sleeve ).
