I'm up in the Andover/Coon Rapids/Anoka/Blaine area. I'll be training for the 1/2 Ironman in Whistler BC in August 2016. Lots of incline in the mountains.

Does anyone know of a good place to train for long solid hills in the northern metro?

Not really.  The main areas I am familiar with, hills-wise, are by Stillwater and then out West.  The areas you identified are awfully flat, although you could possibly swap a good headwind for a hill?

Hwy 95 North and West out of Taylors Falls is long with a good incline and shoulder. Also 243 West from Osceola Wisc from the St Croix river is steep with a good shoulder for the uphill route.

North Metro is Flat as a pancake.
Like previous posts, have to make it to the St. Croix River and head south to Afton into Inver Grove Heights to get adequate hills. Or try hill repeats by Scandia or Taylors Falls.

I struggled on the bike while climbing the hill portions of the course. I do fine on long straight rides but really have a tough time while hill climbing. Any advice or training tips?

Have a goal when you get into the water. If your purpose is distance, then set your pace for endurance. If your objective is speed, then incorporate drills.
