Which would be the most beneficial for a HIM?  Pros and cons of not having one versus the other?  Thanks for your help!

Depends where you want the benefit.  If you're looking for speed, go clipless.  If you want comfort, go aerobars.  You can acquire both for relatively cheap, so you may want to consider both.

Why is this an either/or proposition? Get both.

(edit)I'd get the pedals first, though(/edit)

I would go with new pedals.

I have cages on my old road bike that I use to tow the kids in a trailer or ride up to the grocery store.  I have done a couple charity rides of 35-40 miles towing the kids and my feet always get cramps and tired during these rides.  It might be because I don't train with cages, but I think it is due to the flex in my shoes.

Agree with the others.  Get clipless.

I'm not sure I agree with the aerobars = comfort claim made above.  It can be pretty hard to get a comfortable aero position dialed in on a road bike.  At least, that was my experience.  I got reasonably close, but not before spending a good deal of money (forward seat post, new seat, new stem), and even then the fit doesn't compare with the fit I've got on my tri bike, nor, indeed, with the comfort I could achieve on the road bike just using it as intended (go figure!).
