Steady State Run vs. Tempo Run (Page 2)

So the take away from all this:

Tempo run is a pretty useless term outside of a specific training philosophy.

I am going to say not totally useless. as this thread just proved, the term can generate  "lively discussion" amongst grown men.
From a running point of view you are 100% correct. 

Which is pretty much what I said in the first reply. ;^)
