Depends on the frame and your fit.

I ride a 58 Scott for my road bike and a 58 Felt for my TT bike.  Could I have gone with the 56?  Sure, probably and been in an even more aggressive position.  But I got the 58.

The only real reason to go smaller is for positioning.  If you cannot get a good and powerful position on a size, you change to another.

most people i've met ride a size smaller.. i ride 56, my first road bike was a tad to big(60) should have had 58 or so. it ultimately comes down to how you feel on the bike..
