Are pros allowed 'special needs' bags?  If so, do most pros use them?

Just curious as to the origin of special needs bags.  Has this always been allowed or is this a relatively new thing in ironman events.

I could never think of anything to put into a special needs bag.  I eat/drink what is provided on the course and am perfectly happy with what is provided.  I've heard people put socks in the bag but I figure at the rate I sweat, I'd have dry socks for anout a mile and they'd be soaked again.

I put warm gear in the run bag.  It saved me at IMCDA this year, however I also had old running shoes in there,  they did not make it back Cry.  I put extra tubes and CO2 in the bike bag, but have not needed them yet in two races

Tubes/CO2 was about the only thing I could think of to put in the bike bag but I carried two tube and tiny patches and 3 C02 cartridges on the bike.  I figure if I had 3 flats I'd be having a very bad day.  Plus, I'm pretty sure in IMKY they said you could only put food in the bags not hardware.

I didn't put anything in the special needs bags.  There wasn't any special I thought I would need.  Thank goodenss I didn'y need anything.  Let's hope my luck holds up.  I doubt I will put anything in these bags again this year.
