the home page for my tri says that during the bike the route it "open to traffic"

Does that mean there will be cars on the path?

Do you still need to follow road signs (stop signs, red lights, etc...)?  (I know a lot of bikers don't do that in general, but when I'm in the city I always do - but it really slows you down!)

usually that means that yes, there will be cars on the roads, but police will stop them at lights, and you shuldn't have follow road signs.

I did a race last year, where the bike leg was "open to traffic".  Yup, there will be cars allowed on the roads.  They may or may not (mine did not) have cones set up to separate the bike lane from traffic flow.  You will likely be asked to stay as far to the right shoulder as possible for safety reasons.   But at intersections, police will give the race participants the "right of way" so you won't have to worry about slowing down.  Just stay alert, because there will be other bikers passing you on your left, which will be closest to the flow of traffic.
