Is there a way to keep the blue menu bar from bouncing around so much?

I really don't need that following me around, especially since it doesn't really enhance what I'm doing at that moment. It's not like it shows me if I've got a new inspire or a new message.

I would prefer to just scroll back up to the top to go to another section of the site.

I read somewhere about "bar ends" to put on your handle bars, do you recommend them? Is this similar to adding clip on aero bars?
