She told my dad "Have you ever seen a cat skeleton on a roof? The cat will come down when it wants to."

I'm late to the party, but I was going to suggest sling shot.  

She got hungry enough to follow the food trail on the flat board they'd put between the neighbor's roof and theirs (they being my boyfriend and his brother). They themselves have a flat roof so it was really easy to just grab the cat and bring her down. Kingsley was out there at the time and rather than waiting for her to continue following the food trail to the chair they had stacked on a table (easiest access down) he just went up the ladder and got her.

Bonus is she did lose some weight so she's now actually cat-shaped, as opposed to being a hairy beach ball on stubby legs.

I still would have voted rifle or water cannon over sling shot. Those things are really hard to aim and hit accurately.
