Looking for strong tail light for bike

Was riding on the shoulder and the driver pulled over from the right lane to drop off a passenger, didn't even see me, and suddenly appeared 4 feet in front of me. I tried to stop but could not, hit him and bashed up against his rear window - was VERY lucky to get only bruises and a cut under the eye.

I had two separate red flashing lights on me (not that it helps if the driver does not look) but looking to do better.

So, would be happy to receive recommendations on super strong (USB rechargeable) red strobe lights for the rear of my bike. Links to Amazon/eBay/Manufacturer much appreciated.
