I've helped with a few but never done one on my own.  I didn't think it was all that hard, but it does require a number of tools that you probably don't have just lying around in the garage (unless you're the bear or run4yrlif).  Here's an article on it.

How hard it is usually depends on how out it is. You can "tweak" it by tightening the spokes opposite where it is out of true. If its pretty far out go for the trueing stand.

Because I'm too lazy to look in the tri forum, I'll answer here. It's not bad, and like anything else you get better with practice. I used to build a lot of my own wheels. Having a nice truing stand with dial indicators is nice, but not a necessity. Find an old beater rim and have at it. What's the worst that can happen?

how hard is it? If it's a normal rim, not at all with practice.

If it has a low spoke count or it's radial laced, then let the pros do it.
