I did a race, sprint, where they were sending off 3 waves 3 minutes apart every hour, they did this to ensure that when first swimmer got out the water he would not run into people waiting to start.
The organizers' idea was to check in the bike one hour before the one's wave without getting in the way. Problem was that people didn't get that and those in with a late start lined up same time as those with an early start. I almost missed my start because of the queue.
Check if you have to check in early. If so, check if there is space for in water warmup that won't interfere with people racing, you can easily spend 30min+ getting in, warm up, get out, and get in line for the start, so then you only have one hour to kill.
