I'm a little confused about the whole vampire hierarchy. Yes, and No. Kings and Queens are basically by state, and sheriffs control a region within each state. The Magister is considered THE LAW and enforcer of the (vampire ) law - almost like a singular supreme court. So if a queen breaks the law (like distributing V ) then the Magister can punish the Queen - because the law is more important than a ruler that can be replaced (we actually dont know how a sherif/king or queen is chosen - best guess is by age and power ). BUT because the Queen does outrank the Magister (because The Magister would assume that the king/queen would never break a law ) the Magister must keep the queen informed of what he is doing and how he will pursue it in her realm.
