Actually from what I understand of the whole global warming thingy... the Bush Admin has been making glabal warming worse to create a dust bowl in the middle and lower regions of Africa in order to control the diamond cartels and control the supply and demand of the rare gems. It is from what I understand W's plan after his presidency to become the new Debeers Gem empire and rule the class ring markets accross the world.

One of the sloguns the Bush Cabnet has been working on is: "Only the best diamonds come from the Bush"
