Is it within the USAT rules, or against them, to receive water during a race from my family?

Someone else can go post the direct link to where the rules say specifically that this is a no-no, but no, you're not allowed to receive help from friends/family, etc. You should have water on the bike (duh), and just check your race's info and see if there is a water stop during the run (there most likely will be, even for the smaller race - the ones I've done were not big and there was a water stop on the run at both).

It's considered Unauthorized Assistance in section 3.4 of the Rules.

Suggest you read the rules before your first race. You can download them from the USAT website.

It's my new one.  Traded the red one for it.  Can't decide if I want to get my user name changed or just continue to confuse people...

I cant imagine an official giving a violation for an AG'er grabbing a bottle of water from his family. So it might be against the rules, but i dont think its of a nature where any official is going to care.

That rule is mostly trying to prevent people from having their own personal SAG support.

I don't know they they are suppose to enforce rules uniformly.  Now if I am getting dehydrated and don't see a water station I will take 2 min penalty over passing out.
