Subject: The new UCI 3:1 rule
What is it and what effect will it have on cycling? 

I know that UCI is not the governing body over permissible equipment specifications in triathlons (I believe that USAT holds that distinction for USAT + WTC sanctioned events) but UCI rulings have an effect of being the "lowest common denominator" as equipment manufacturers strive to be compliant with all rules.

I came across this reading an article on Steve Hed on VeloNews that mentioned that he was rejiggering the shape of handlebars to meet these new rules. (see: http://www.velonews.com/photo/96337)

In addition to handlebars, will wheels be subject to them? Bike frames? How?

It is not a new rule, it just has not been enforced on handle bars. Wheels and bike frames are fine.

I'm racing at our track nationals this week and I tried aerobars for the first time last week, so I can race some TT races. I made sure that the bars I was using fit the rule, but I've been aware of the rule for sometime.

Unless you're racing at the USAC national level, the UCI rules have exactly zero impact on how you set up your bike...
