No dog needs to be chained. So sad. It's almost always the owner rather than the dog that is the cause of the problems. If they need to chain a dog people shouldn't have one.

The animal is clearly aggressive.

Imagine that you don't call and the next attack is on your neighbor's dog, or heaven forbid, a child.

Now imagine that the parent of the child or owner of the attacked pet finds out that you knew it was an aggressive dog but decided not to follow through. Imagine them at your door asking why.

As a 12 year old girl I was mauled by a German Shepard that had been rehabilitated.  I knew this dog, he was owned by friends of the family and I was seated on the ground when he attacked me.  A few pints of blood and 250 stitches later - 240 on my face I was traumatized to say the least.  The only good thing is if the dog had attacked their 6 year old son he would have never made it.  Dogs are my #1 fear when running, I really need to get some mace.

Your neighbors will thank you.  Not THIS neighbor but the others.

I was attacked by a dog when I was a child as well - my best friend's dog. I only had 10 stitches in my face, but a very similar story.

I was the second child this dog had attacked.

Just food for thought.

When i was 7 we had a rehab golden retriever. VERY sweet dog...things were going well for several weeks. One day I was running in the front yard, no where near the dog who was sleeping. He came up and chased me down...had me by the neck...my dad did a flying tackle and knocked him off. Scary what could have happened.

I have also posted on here where I operated on a lady who ultimately died as results of dog attack (9-9-10 year old Chow and her's since puppy).

While these are anecdotal reports, and pleural of anecdote is not data Wink, and it is all sad and unfortunate, I think this dog needs to be in a different environment. He does not mind his owners when "riled" and this is not a dog I would want jogging in public, even leashed (given ability to break a chain). He should be in very rural place (which I don't support as he will likely become a "game chaser/killer") or doggy heaven.

PS: my bear spray is very compact...don't get as long a burst as the big ones...but easy to carry...take note of which way the wind is blowing if you can before firing...

If I was in your situation I would not hesitate to file a report.  this dog is abnormally aggressive and could seriously hurt some one.

I did go file a report but did NOT press charges (an option for dogs running unattended) but I don't want to go to court nor do I want to cause too much trouble with the neighbors, just keep the dog contained and have a paper trail.

ok, no bear spray, illegal in NJ. Think I can get a fuel belt to carry multiple pepper spray canisters?
