It's happened to me as well.  I know it can come from pushing off the wall with your toes rather than flat on your feet.  Also, if your calves are tight, it can cause cramps.  Also, I sometimes work on pointing my toes too much and my feet cramp up from that.

I don't doubt that it could be due to the two common causes, but I just find it odd that, of all places, it manifests itself in the bottom of my foot. Anyone know why?

Cramping during exercise is almost always going to be fitness or technique related and it is unlikely that it is going to be due to electrolyte imbalance.  While swimming, focus on not pointing your toes aggressively but rather keeping a floppy ankle and a solid foot plant on the wall while turning.

As well, since each sport is going to stress your muscles differently, it is quite possible to have muscles that are well adapted to biking and running but poorly adapted to swimming and thus cramp in the pool more than in the other two sports.

after 24 years of swimming, i still often get cramps in my feet if i ran earlier in the day. the best way, i have found, to combat them is to stretch, hydrate, and massage out the arches of your feet and toes before getting in the water.
