It's correct. Don't look at the total weekly distance. We 'work back' from peak weak as one of the rules is 10% increase in volume per week for a safe, consistent build...so for an 18 week plan, 600/800/1000 is the first week of swims. If you did the full 28 week plan, it allows for more build as the first week is 450/600/750 - which is exactly in line with the first week of the beginner swim series...plus if we make the swims any shorter, you would be in the pool for 10 minutes..
We also heavily value swim overdistance training especially for sprints. So your long swim may very well be 2x your race distance during peak week. I feel this is very important and draws upon many 'first tri' experiences on BT...myself included.
ONE CHANGE YOU CAN DO...change your swim to 500, recalculate the plan. You won't get as much overdistance, but the first week is then 400/550/650 and peak swim is 950...a few hundred yards over your race swim.
