I'm not fully aware of the situation in Wisconsin but here is what I found thus far.  Please add to it to clarify or share your opinions.  I'm curious about hearing both sides.

1. They would have to pay for half their pension. 
     - Why is that a problem?

2. They have to pay up to 12.6% of their health care premiums
     - Why is that a problem?

3. They can't seek a pay increase above the consumer price index unless approved by a public vote.
     - Why is that a problem?

Items 1 & 2 are not really the issue. 
Item 3 is an issue as it will overtime remove the ability for public sector jobs to keep pace with private sector jobs for pay.  The result will be that the talented will leave public sector for better pay and the public sector will be stuck with the mediocre and below.  (This seems less than ideal to me.)
I will add item 4 - The Governor wants to remove all collective bargaining with the exception of pay from the Unions, but limit pay by rule #3.  I grant that there are less than 7% of public employees in unions anymore, but this is straight up union busting.  (Granted some will think that is good.)  The problem is that the people whom this affects are being barred from doing anything about it.  This is because the Governor has stated that if the people who work for the people don't agree to be treated this way and protest that the National Guard will be sent into their workplaces to do their jobs.  The threat to send armed government troops into their communities to take away the livelihood of the people seems onerous at best and draconian at worst.

I grant that almost every state has financial problems, but for the government to attack the people this way is not fair.  It's not fair to make public employees the scape goat and force them alone to make up the deficits.  It wouldn't be fair to make only blacks, or hispanics, or car mechanics, or doctors, or lawyers, or hair dressers, or people in Millwaukee pay a tax to balance the budget, so why make only public employees pay to balance the budget.

To me, it isn't so much the questions that are offensive, it is his threat to call out the national guard to "keep the peace".

You forgot about removing collective bargaining which has been in practice for decades to protect the employees.
This is not a "private enterprise".

It's either that or just raise taxes like in Illinois! You pay one way or another. Seems more fair to me that the public sector starts making some concessions that the private sector has already made years ago. These pentions were promises that couldn't be kept, forced onto the government by unions. Hmmmmmmmm, didn't unions kill some other American businesses??? lol Something has to give. States can't just keep writing bonds and raising taxes. Public cuts need to be made. I've talked to several public workers who all agree that their public agencies could function on 50-80% cut backs!!! That's a lot of froth!!! It's time the public sector stops the politically motivating raping of their constituants. This can't go on forever! I sympathize with public employees that were promised these things though. It should have never been promised!! It's not fair, but these things have to be done. We are in financial crisis, decisions will have to made that aren't popular or pleasant. It's just the way it is.

I've got a friend that's a scientist at the epa. He's tried to step forward for the last 5 years. The union keeps shutting him up.

not exactly, management should be doing this with pressure from oversight committees and ultimately congress. It's actually the way things are "supposed" to work. Somehow, we've created a situation where politically motivated groups deter this process by pressuring congress threatening them with loss of votes. It's a sad situation really, but the democratic process is being undermined and gamed by lobbyists and unions.
