Without knowing more specifics, I would suggest that based on what you said the cop was confused. I would contact a local bike advocacy group ( try a local bike shop ). I would also attempt to go to the PD and ask for more clarification on what you did wrong that resulted in you being hit *and* issued then being issued a ticket for it. You may want to try contacting the village and asking them whether the path is intended for use as a bike path as well.
If the path is actually designated as a bike path, then I think you are in the right. If it's like many of the paths in my neighborhood, and it's wider than a sidewalk, but no signs designating it's intended use, then you're in a gray area.
