I think that the power assumptions are based on zero slip, but they could calculate in a little "loss" of power in the surface exchange between your tire and the drum. I know mine is always consistent because I inflate my tire exactly the same and turn the crank exactly the same amount for tension. However, mine could be different then yours if you turn the crank down one less revolution or run less pressure for example.
