You win the prize. The number of satellites maintained by the DOD is around 24 at all times. (As some go out of service, they are replaced.) The chipset in the Garmin (and other GPS appliances, typically) is better able to find the satellites if it hasn't been (significantly) moved since the last time it looked. Weather, terrain, time of day, and your mother's maiden name also affect its ability to lock onto the requisite number of signals (usually 4).
