They're jealous. I've come to this sport as a cyclist primarily, but I've found the tri-community much nicer, open and more accepting than the cycling community is as a whole. That's not to say that there aren't nice cyclists; there are, but it is a lot - a lot - harder to do well in tri than it is to do well in a cycling event. Quite honestly, there are also far more tri-events within easy driving distance of my area than cycling events, anyway. Besides, if I'm going to shave my legs, I might as well be in something that has me shaving everywhere else anyway!  Our LBSes love tri-people here, BTW, as they'll often own both a road and a tribike.
It is exactly the opposite here. Around here there are more snobby triathletes than cyclists, though there are both. Maybe being a female has something to do with that too. The ratio of female to male cyclists is less than the ratio of female to male triathletes, so there is less competition in the sport of cycling for me.
There are more cycling events around here than tri events. In the summer there are 3-4 bike races per week, there are tris only about once every two weeks.
I shave my legs for other reasons.
Our LBS loves triathletes too. Hey money is money.
You are right though, there is a certain animosity toward triathletes by the cyclists I ride with.
