I took a look on street view and didn't see anything out of the ordinary. It looks like a pretty typical intersection to me. That whole area is fairly tightly packed. The road (Zuni ) is a two-lane, but not very wide, and there are a ton of intersecting roads in addition to the "major" intersections. I can't visualize the specific intersection of Zuni and Penn, but I know that there is generally a lot of traffic on Zuni in that area, and they all drive pretty fast considering the tight quarters and number of cars/people. A lot of people live down there, and there are also quite a few businesses, etc. Also, and I don't know if it was a contributing factor, Albuquerque drivers are notorious for blasting through intersections right as and for a few seconds after the lights turn red.
