Well, I think I'm ready to buy a power meter. I'm looking at the pedal power meters Garmin Vector 3, Powertap P1 and Favero Assiamo. I'm tending toward the Favero because of the battery recharging ease and price. Does anyone know if all of these can be connected to a smartphone? I'm not sure I want to buy a bike computer as well.

Looks like you should be able to - as they are both bluetooth and Ant+

Also you use a smartphone app for set up

Great DC Rainmaker review on the subject...but I am not sure the bike computer question is answered.

I can only speak to the P1s - if you get those, it has an app that allows for GPS activity tracking. So, you wouldn't need a bike computer. Depending on what watch you use, you can also mate the pedals to that.

I've been fairly happy with my P1s. I love how easy it is to switch them between my bikes (no torque wrench needed). My one complaint with them is the cleats. They are not Look/KEO, although they are of that style. I have a fairly difficult time clipping in and out with them. Also, there are two cleats available - red (6 deg float) or black (0 deg float). I have the red, and if/when I replace them, I will do so with black.

I echo the above comment - DC Rainmaker has a great comparison of the three you are considering.

I bought Garmin Vector 3 pedals in the beginning of March. They work fine, but I have not yet been able to update the firmware via Garmin Connect Mobile (GCM). After numerous emails with tech support, Garmin is sending me replacement battery covers. Apparently, there is a design issue where fretting corrosion can occur with the contacts in the battery cover that does not impact functionality of the pedals, but can prevent firmware updates. when I removed the covers, there was black contamination on the batteries. I cleaned the contamination and greased the contact surfaces to no avail. GCM sporadically finds the pedals but thus far has always failed the firmware update. The pedals connect fine to by Garmin 920XT and trainerroad. I should get the replacement battery covers next week.
