There is one problem with aero bars on a road bike. Position. If you put on aero bars and ride in that position with the fit of a road bike then you are closing your hips and this reducing your ability to produce power.
If you are fit properly on a road and TT bike you have the EXACT same position, you are just tilted over the BB a bit more on the TT bike. But if you throw on aero bars on a roadied then you are closing up your hips and diminishing your ability to produce watts. The aero savings are usually washed out by producing less power.
Similarly is you ride your TT bike on the horns then you are doing the exact same thing in the opposite direction.
