It did!!! But not until I took my shower after the tri. That's a couple days later.

I noticed about half way through the swim that the velcro was rubbing a bit every time I breathed. It didn't bother me then. I felt it, but it really wasn't an issue. On the run I hear this "You forgot bodyglide on your neck dude!" I had no idea how bad it was. Then I took a shower and...well...I knew it was bad then.

You better not get a haircut until that heals!  That would be a not-so-gentle reminder when they shave your neckline.

My sis did that. Once. I told her she should put some on and she just kinda blew me off. She was doing the Alcatraz swim, a mile and a half. She pretty much rubbed the entire back of her neck raw. Take that pic above and increase the size of the problem by about 8. She had to go around for a couple of weeks with a giant bandage on the back of her neck.

In my defense, she was wearing a long-sleeved, high-necked swimming shirt under her wetsuit, so I thought she'd be ok.

On the other hand, she'll never forget again. I think she put on about 1/2 a container of Bodyglide this year. She put so much on that her skin was white where she'd applied it.

I did this same thing during my first tri. Got the bodyglide all over the ankles and arm hole area, but forgot the neck--ouch! Hope it heals quickly for you!
