Start up costs are some good bikes, a van to follow the riders, and a website. People will pay, they will pay good money. Costa Rica is a beautiful country, but the locals are kind of over the tourism thing, so that's something you have to keep in mind. They don't like us there very much...
But cycling is rampant there, and you would do very well. If you could spin a little B&B there as well to start and finish a tour at, it would be even better!
