And to make it all the more complicated, restaurants do not fall directly under FDA rule, they fall under state health department rule.  So in reality, the FDA has no direct authority over restaurants.  Which is the other reason they have no idea how this is going to be enforced. 

And the states traditionally follow the FDA Model Food Code, but this exists outside of that. 

So all in all, it is a mess.

Right.  But they have yet to say how they expect restaurants to comply.  Every product  has to be proven or do they demonstrate their process is good enough to produce a GF product?  They haven't said what they will accept.  And you KNOW they will go after the big boys like PF Changs first.

ETA: it is possible that restaurants that are currently selling GF products will stop labeling them or find a way around the GF label and call them something else.  Which will likely create market confusion.
