I would actually take this challenge a step further and say you need to include swimming. You could take a percentage of goal (with minimums required ) in each of the areas and average those out. I don't hink you should penalize people for hitting 100%, but you should require they up their goal when they do achieve a set goal.
I would say minimums should be required for each distance -- like 5,000 meters for the swim, 200 miles for the bike and 20 miles for the run. In my training, I try to maintain a ratio of 1:10:100 in swim, run and bike training. For every mile I swim, I have to run 10 and bike 100. While I don't think this works for everyone as we all have different goals, I think the minimum distances suggested are a good starting point for discussion.
